Markleysur fantasiur at verja tað skeiva

Tað vildi merkt, at almennar sparingar samstundis sum skattalættar verða framdir, vilja virka stimbrandi uppá búskapin, og tað gongur beint ímóti tí, búskaparfrøðin nevnir The Balanced Budget Multiplier. Hetta er seinni afturvíst av IMF, í tí frágreiðing sum eg umrøddi her.
  • Reinhart og Rogoff, ið vildu vera við, at tá skuldin hjá tí almenna fer upp um 90 pct av BTÚ, heldur búskaparvøksturin uppat. Hetta kann man nevna formaliserað skuldarfelluhysterí, men statistiska analysan var als ikki so greið, men kortini yvirseldu tey síni úrslit uppá tað grovasta og fingu góða undirtøku frá øllum teimum, sum fegin vildu trúgva tí, tí tað kundi brúkast politiskt. (Sí samanklipp her.) Nógvir økonomar vóru alla tíðina skeptiskir, men ikki fyrr enn nýliga, tá ein lesandi skuldi endurgera útrokningarnar, men ikki fekk tað at stemma, og tí bað um at fáa datasettið frá RR, kom fram, at RR høvdu bæði manipulerað við data og "gloymt" at taka alt við.

Spennandi kjak, men skeivur spurningur

Spennandi kjak í útvarpinum í annaðkvøld: Er kósin tann rætta?

Trupulleikin er bara, at tey seta framvegis skeivar spurningar í útvarpinum, tí tey góðtaka premissurnar hjá samgonguni:
Í annaðkvøld spyr Kringvarpið hvussu málið um at hallið skal verða burtur í 2016 skal uppfyllast.

Úti ella heima - tað er trupult at spáa um búskapin

IMF kom við skeivari búskaparráðgeving í 2010. Hetta ásannaði stovnurin á vári 2012, og fekk rættað upp uppá tað í nýggjum tilmælum á heystið 2012, sum eg skrivaði um her, her og her.

So ráðgevingin hjá IMF var skeiv aftaná at kreppan rakti. Men hvussu var so við ráðgevingini áðrenn kreppan veruliga rakti?

Financial crises never wipe countries out—firms, yes, people, sometimes, but not nations. For nations always come back, even after they default. (Which, by the way, Iceland did not do: While the government refused to cover the debts run up by the private banks, it continued to service Iceland’s sovereign debt.)

Konjunktursveiggj og fíggjarpolitikkur

Nýtt arbeiðsrit frá IMF, Fiscal Multipliers and the State of the Economy, staðfestir, hvussu man skal føra konjunkturútjavnandi politikk:
Government spending shocks have a larger effect on output when the output gap is negative
og:
quite a consistent result across countries is that first year revenue multipliers are small. (s. 13)

Tað var kanska at spenna bogan í meira lagi at siga hetta var hent, men væntaði eg, at tað var bara spurningur um tíð. Og við seinastu frágreiðingini (World Economic Outlook) hjá IMF, sum eg umrøddi fríggjadagin, er hent eitt avgerandi brot við tann kreppupolitikk, sum hevur rátt síðani miðskeiðis í 2010, tá búskaparpolitikkurin í staðin fyri at bekymra seg um búskaparkreppuna fór at ræðast eina vaksandi skuld.

(Í Føroyum byrjaði man tó longu á vári 2009 at ræðast vaksandi skuld, áðrenn man stúrdi fyri búskapinum. Og í hvønn mun búskaparkreppan tí er sjálvskapt av einum óneyðugum skuldarfelluhysteríi er sanniliga vert eina nærri greining, serliga sæð í ljósinum av, at drúgvur lágkonjunkurur hevur verið, hóast tað gongur væl við útflutninginum.)

Meira um skeiva finanspolitikkin

At IMF hevur ásannað at kontraktivur finanspolitikkur í djúpum lágkonjunkturi/kreppu hevur nógv størri skaðiliga ávirkan á búskapin enn tey hildu, hevur verið nógv viðgjørt á búskaparbloggunum hesa vikuna, og hvørjar avleiðingarnar eiga verða fyri finanspolitikkin. Jonathan Portes, sum eg endurgav fyrradagin, minnir á nakað hann skrivaði fyri hálvum ári síðani:
Clearly long-run solvency is also essential. But, in Spain and Italy, trying to hit arbitrary short-run deficit targets, as proposed by the European Commission, is likely if anything to be counterproductive to the objective of long-run sustainability.

Búskaparfrøðiligt skil er á veg fram

Sambært Financial Times á forsíðuni í gjár ávarar IMF ímóti tí skaða sum sparipolitikkurin hevur við sær í nógvum londum:
The IMF warned earlier this week that governments around the world had systematically underestimated the damage done to growth by austerity.

Hetta kemur eftir nýggjasta frágreiðingin hjá IMF hevur staðfest, at kontraktivur finanspolitikkur hevur tálmað búskaparvøksturin væl meira enn væntað var:
Activity over the past few years has disappointed more in economies with more aggressive fiscal consolidation plans, suggesting that fiscal multipliers used in making growth forecasts have been systematically too low. This relationship holds for different components of GDP, the unemployment rate, and forecasts made by different institutions. (s. 43)

IMF hevur staðfest, at meira kontraktivan politikk lond hava ført, meira hevur búskapurin gingið verri enn framskrivingar væntaðu. Út frá hesum kemur IMF fram til, at:

Iceland´s Journey

Iceland´s Recovery - Lessons and Challenges (1 av 7)

A Conference with IMF and Central Bank of Iceland.

Distilling Iceland’s Lessons

Iceland was the first advanced economy to experience the full force of the 2008 global financial crisis, and the first to subsequently seek financial support from the IMF. Three years later, with the country on the road to recovery, the Icelandic authorities and the International Monetary Fund (IMF) are co-hosting this high-level conference to review Iceland’s achievements and examine the challenges that still lie ahead.

During three thematic sessions, participants will assess the policies implemented to address the crisis, such as the use of capital controls and the handling of the banking sector. Iceland’s focus on preserving its social welfare system while undertaking a strong fiscal adjustment will also be reviewed, together with the way in which these policies were integrated into the IMF-supported program, which ended in August.

The Prime Minister of Iceland will open the conference; the Minister of Economic Affairs and the Minister of Finance will also offer remarks. Speakers will include international and Icelandic academics, Icelandic policy makers and IMF staff involved in designing or implementing the program, as well as representatives of civil society.

Harpa Conference Center (Reykjavík), October 27, 2011.
